A state is not a mere society,
Having a common place,
Established for the prevention of mutual crime and for the sake of exchange.
Rather the state is more than this.
Political society exists for the sake of noble actions,
And not of mere companionship.
Institutions, enterprise, government,
Friends, neighbors, and family
They are all part of our team
We get where we are by the efforts of others
By the world they built, whatever they managed to build
We continually remind ourselves
That our inner and outer lives
Are based on the labors of other people, living and dead,
And that we can exert ourselves
In order to give in the same measure
As we have received and are still receiving.
Our deeds are a living force
Throughout the wide world in our entire civilization of today,
And will so continue
Through countless generations,
Through untold ages.
In the long run we go up or go down together.
Organizations and beliefs do not maintain themselves.
They are maintained and changed and progressed by effort.
Our institutions and our principles are not self-existent.
They are maintained by the effort of those who believe in them.
Some people think the government is there to rob the people
Some people hate paying any tax for any cause and think of ways to avoid paying tax
Some people think they do everything on their own efforts alone
Government isn’t there to rob the people
Government provides infrastructure and education
And income and opportunities for the less fortunate
And sets regulations for worker conditions and the environment
All this helps provide for the health of the Republic
Government has real costs and real services.
Government gives real help to real people.
Government is the best way to do this for some things.
Not only because of cost but also because of surety.
We can speak advisingly about legislation
Legislation for the workers tends to help them
But legislation from owners and managers must be checked extra carefully
We can speak caringly about the poor.
We should establish a poverty line
Not only by what is absolutely necessary
But also by relative poverty
We can speak considerately about tax.
We should tax not only relatively the same portion
But the rich can be taxed above this portion
We can speak concernedly about wages
There should be no excessive costs
Rentier wages and unfree activities are wrong
Team doesn’t take away our freedom.
Team gives strength to our freedom
Team doesn’t take away from our accomplishments
Team helps give foundation and support to our accomplishments
Paying fair tax helps everyone in the community
The richer incomes who don’t pay fair taxes aren’t being heroes
They are stealing from the spirit and the purse of freedom
We do not buy slavery with our taxes
We buy freedom
For ourselves and for those who are less fortunate
We can pay for the poor
We give them welfare from what we can afford
I believe welfare helps strengthen you
I believe welfare helps strengthen your families
I believe in free markets
I believe welfare helps provide the strength that should be yours
I believe this money is best paid as wages by the free market.
I believe that if the free market fails you then we can pay this money by spending taxes
I believe welfare lifts people out of poverty.
I believe welfare helps people have better opportunities.
I believe welfare helps people to be independent.
I believe in hope and in providing people with opportunities
We higher tax payers should be so thankful
For the opportunity of helping those in need
From our taxes we can provide for the elderly
By this we look after our parents and grand-parents
The working generation provides for the retired generation
We set aside money and it pays for the retired generations
We in our turn will be provided for by future generations
The money we give is recorded in an account
Only the working generation can provide for the retired and the sick
Their labor power is reflected in the national productivity
And their labor power is reflected in the prices of stocks and shares
We are repaid in relation to the proportion we paid into the system
Private insurance invests in a basket of businesses
Businesses and stock markets rise and fall
Government insurance invests in the entire nation
The entire nation is usually a safer overall insurance investment
This helps provide insurance for everyone
From our taxes we can provide for the sick
We can decide how much to pay
We set aside a budget and form an institution
The institution is a public body and not a government body
Funded by the government from taxes.
Owned by the people, and run by medical staff.
The institution has a budget and it has a goal.
The most good for the most number of people.
We provide this within the budget we have.
It can have price discovery committees
And efficiency and best practice committees
And implementation and negotiation committees
This organization can act upon a continuum
There can be a continuum of healthcare industry versions
People can decide where on the continuum they want their government
They can do this by their votes and by hearings committees
On this healthcare industry continuum
We could have a universal national healthcare service
Where we pay for everyone outright
A good general level of healthcare for everyone
Or our healthcare system can have a universal general minimum
Where everyone must buy a minimum
And the government buys this minimum for the poor

When you are forced to buy something it is a tax
Universal systems have cheaper prices
Or our healthcare system can have a universal welfare minimum

We can provide 12 years of education to our children and youth
That they may have a basic minimum level of opportunity
And for those above this age we can have a reduced core of the same
That the basic subjects be provided for everyone for minimum opportunities for all
Free classes in the community evenings and days free for all
For the core subjects and for basic literacies
I believe everyone needs the opportunity to gain basic literacy
In community languages, in reading and writing,
And in literacy and in computers and in finance
That people be better able to take care of themselves and their families
That they need not fear and need not suffer for lack of these very basic abilities

We can have job training for common skills and common opportunities
And for local opportunities that do arise from time to time
So that you are prepared and supported
That people do not lack the range of basic common skills
That do add to their freedom and to their ability to get jobs
That they may have a broader set of job opportunities
We can recognize informal learning
We will start with review of proposals with the systems in Ireland and Norway.
I believe in cheap loans
For college and for university
So you can train and re-train
We will try to get formal qualifications from years one and two of degrees.
This can help people make use of these levels of education.
This could help competition in some parts of some industries.
Students are afforded all their dignity and rights
They have their human rights and cannot be denied
I believe with education and job training opportunities
That the unemployed will find opportunities to help them find labors
I believe our unemployment officers can make good efforts
To find all the local job vacancies so people can easier know about them
K-12 education, core education, literacy, and job training
These things provide everyone with better job opportunities
They help progress our goal of freedom and equality for all
These opportunities will continue in the community.
Everyone will always be able to take these classes.
I believe this gains a minimum level of opportunity for everyone
I believe we can help improve the job prospects of millions of people
I believe that with better education we can have better jobs
And that with better jobs we can have a better economy

Having mixed in one thing the combinations of our labors.
And finding association of labor we do offer ourselves protection
For when others of us do request or require that we do leave our labor
Our dismissal requires 1 day notice or 1 day pay, for every 8 days worked.
This goes to the maximum required notice or pay which is 30 days.
Generally this usually means if we work a year, we have to give us a month's notice

They stay with their jobs and their families and this is better for their communities
And juveniles are always subject only to the juvenile court system
Prisons should be reformed.
Respect prisoners' dignity and humanity and we will keep ours.
Build society in prisons and they will be ready for society outside prisons.
We take no right over any prisoner except for two things.
To detain them and to transport them. And reasonably and proportionally.
We hold no other right over them. They keep their other rights.
I believe in a small military.
Sufficient to request and operate the military machines and infrastructure
That will need repeating in a war economy.
I believe in a simple taxation system
Government spends a portion of GDP
And can tax incomes at an equation that gets this money
Progressive taxes are common
That’s because the rich can afford to pay more
You aren’t taxed until you reach the tax payment line
The tax payment line allows for basic housing
And basic living expenses for dependants
Disabled persons get higher allowances for housing and living expenses
As far as they need these to provide the same basic living standards
The same for other persons who need extra money for them
Welfare payments are simple
There is a welfare payment line
Its theory is like the tax payment line
Everyone gains a minimum standard of living
Payments should be direct payments
Some welfare systems have several sections
For example, housing, food, child support, and others
You can have this form of system if you like
And some of the welfare can be universal if you like

Some believe welfare for the poor often becomes poor welfare

And in any case you can choose the system you prefer

And that people are rightfully and usefully informed and able to make free decisions
Otherwise the free exchange of the value created by manufacturing is harmed
And this results in biased changes to rents, mortgages, and prices
Unions done well are important and vital to the health of a free economy
And ombudsmen are useful to help study and inform about price changes
Part of the tax gives wealth transfers to the poor
A super majority agrees to a portion of this that should belong to the poor
Some of this portion can be given to the poor by wages rather than welfare
Some of this transfer can be achieved by wage differences
Some of this transfer can be exchanged by changing taxes and wages
Higher incomes would get lower taxes and lower wages
Lower incomes would get higher taxes and higher wages
Less of the economy would go via the tax system
And more of the economy would go via wages
The result would be six and two threes
Except this would create flatter taxes and a broader tax base
More of the people would own more of the wealth
This is good for the health of the Republic
And in theory can be considered a Second Amendment issue
Not everyone would get sufficient wages from this
We would continue to need welfare
As for tax deductions they can in theory be moved into wages
Government can spend to help direct money for the common good
This can be done by direct payments and by not taxing
Structures and conditions can be applied
We can end corporate welfare
We can tax deductions
We can simplify and clarify the effects the government has on the economy
Government budgets should be transparent
There should be open government
The Federal Reserve should be a public body

To ensure food and shelter for everyone

Our future will be no less than free.

And free people will only tend to those labors that are necessary

Therefore the selection and apportionment of labors
Does tend towards equality of the worth of hours
All the labors being necessary for a house for everyone
And thus the wages tend towards being generally equal
And this a free people choose where they have control

For rather the people should become the owners and managers

Let us admit also the right to regulate the terms and conditions of labor,

We keep countless individuals from the freedom they easily could have
And this is withheld from them by the conditions of life
By which our society surrounds them
When aggregated wealth
Demands what is unfair,
Its immense power can be met only by the still greater power
Of the people as a whole,
Exerted in the only way it can be exerted,
Through the Government;
Fundamentally,
Our chief problem may be summed up as
The effort to make everyone as nearly as they can be made,
Both free and equal;
The freedom and equality necessarily resting on
A basis of justice and the family of humankind.
Our whole experiment is meaningless
Unless we are to make this a democracy in the fullest sense of the word,
In the broadest as well as the highest and deepest significance of the word.
It must be made a democracy economically, as well as politically.
I pity the individual who wants a coat so cheap
That the man or woman who produces the cloth will starve in the process.
I pity the individual who wants wealth so cheap
That the general mass of the people shall not own and direct
Closer to an equitable and generally equal portion of the economy
Let us not starve ourselves of the amount and the rate
Of the progress of freedom
Which rate and amount we know we can achieve
And which we should know we should be striving for

If wrinkles are found
Then let them be found upon the paperwork and the approach

It is by free choice that we gain wealth and not by competition per se

Is to do for a community of people,
Whatever they need to have done,
But can not do, at all, or can not, so well do, for themselves -
In their separate, and individual capacities.
In all that the people can individually do as well for themselves,
Government ought not to interfere.
Our governments and enterprises rest in public opinion.
Whoever can change public opinion,
Can change the government, practically just so much.
And the general structure of economic organization
As I would not be a slave, so I would not be a master.
This expresses my idea of democracy.
Whatever differs from this, to the extent of the difference, is no democracy.
And we can apply this not only to politics but also to business.
What constitutes the bulwark of our own liberty and independence
Is not our frowning battlements, our bristling sea coasts,
The guns of our war steamers, or the strength our gallant and disciplined army.
These are not our reliance against a resumption of tyranny in our fair land.
All of those may be turned against our liberties,
Without making us weaker or stronger for the struggle.
Our reliance is in the love of liberty
Which is natural within our bosoms.
Our defense is in the preservation of the spirit
Which prizes liberty as the heritage of all people, in all lands, everywhere.
Destroy this spirit, and you have planted the seeds of despotism around your own doors.
Familiarize yourselves with the enacted chains of bondage in your politics and enterprises
And you are preparing your own limbs to wear them.
Accustomed to trample on the rights of those around you,
You have lost the genius of your own independence,
And become the fit subjects of the first cunning tyrant who rises.
Familiarize yourselves with the beliefs and words of freedom
And you are preparing humankind for gaining those better freedoms
Accustomed to believe and enact these gains for everyone
And you speed the day when you can gain those better freedoms
And help ensure more strongly that we shall be able to keep the freedoms we have gained and that we shall give way only to improvements
We should not deny freedom to others
The power of hope upon human exertion, and happiness, is wonderful.
No oppressed people will fight, and endure,
Without the promise of something better than a mere change of masters.
Neither is it easy to maintain for long a movement
That does not have organizations and institutions
And does not share its belief continually
And freedom is safer and open to more promise of intellect when with brighter public sentiment
While people exist,
It is our duty to improve not only our own condition,
But to assist in ameliorating humankind;
And therefore,
Without entering upon the details of the question,
I will simply say,
That I am for those means
Which will give the greatest good to the greatest number.
We all declare for liberty;
But in using the same word we do not all mean the same thing.
With some the word liberty may mean for everyone to do as they pleases with their own self,
And the product of their own labor;
While with others, the same word may mean for some individuals to do as they please with other individuals,
And the product of other individual’s labor.
Here are two, not only different, but incompatible things, called by the same name - liberty.
And it follows that each of the things is, by the respective parties,
Called by two different and incompatible names - liberty and tyranny.
And there is often confusion among those who have taken much,
As to what is deserved to themselves
And what constitutes the result of another person’s labor
Rentier activity does take from you the wealth you create.
The strongest bond of human sympathy, outside of the family relation,
Should be one uniting all working people,
Of all nations, and societies, and languages, and communities, and neighborhoods.
It can take some years of hours to build a house and to provides its energy and food and furnishings
When we have worked these hours we expect to have these things
Sometimes where we do not have these things then the market is not entirely free
And sometimes there are not yet tools sufficient for the provision of these things for all
We can help the provision of all the numbers of all the tools that are required to all the people who need them
Sometimes there are monies much above the monies of others
These can be from increased productivity
Or they can be from scarcity
Or they can be from rentier wages
We can negotiate the use of these bigger monies
This is part of equal negotiation that is required for free markets
We can gain lower prices
Or better investment
Or agree on the distribution of resources and products
And as for scarcity prices they should only be according to fairness
Some of us have better positions for getting things done
Society need not uphold us in some of our positions if they do not prefer
And can remove their interactions and prefer others
We can accept for ourselves a duty to use our positions to help others
And we and others can work to help everyone
That eduation and opportunities and productivity shall spread to everyone
In some nations we have nationalized portions of the wealth of aristocrats
In some nations we have instituted progressive taxes and transfers of wealth
Where the people are equal they stay equal
We believe that the rich suffer less when they are asked for some more than others
Whether they are rich for rentier activities or higher productivity
In the one case the free market will disestablish their positions
In the other case we help everyone share and gain better productivity
We do progress our laws and our institutions
And do form and reform our governments and governance structures time and again into forms best suited for our liberty
We have established democracies and some nations have completed the transition
Others we continually encourage for we know well the struggle and the path
Many nations have discontinued the evils of their conquering and enslaving behaviors
Many nations are still transitioning to the levels of democracy and economics that other nations have
And none have yet achieved an entirely free economy in process and result
We believe in having an economy that is free and fair and equal and equitable for all
In all this we do think we do help ourselves gain the fullness of freedom for all
We by this are more freely able to choose that fuller liberty we expect for every individual
We the people do by our various institutions
Seek to gain the conditions that are right and fair
And to do them by peaceable and fair means at all times and at all places
They say the world has become too complex for simple answers.
They are wrong.
There are not always easy answers, but there often are simple answers.
We must have the courage to do what we know is morally right.
By our efforts we have freed each other and ourselves
By our efforts we have freed the black man.
By our efforts we have freed the white man.
By our efforts we can free the businessman.
That’s a pun for that is us
We should all be engaging in free enterprise together
Recognizing the equality of all men and women,
We are willing and able to lift the weak, cradle those who hurt,
And nurture the bonds that tie us together as humankind under liberty.
Our very unity has been strengthened by our pluralism.
We have every right to dream heroic dreams.
Those who say that we're in a time when there are no heroes,
They just don't know where to look.
Above all, we must realize
That no arsenal or no weapon in the arsenals of the world
Is so formidable as the will and moral courage
Of free people
And those yearning for more and better freedom
It does require, however,
Our best effort and our willingness to believe
In ourselves and to believe in our capacity to perform great deeds,
To believe that together with our good beliefs
We can and will resolve the problems which now confront us.
And after all, why shouldn't we believe that?

Two categories of people usually need representation.
Those who rely upon the cooperative.
And those who are affected by the cooperative.
Workers should have representatives on the council.
Customers should have representatives on the council.
Community should have representatives on the council.
Management are a type of worker.
All types of workers are one electorate.
They vote for representatives on the council.
Customers are whom the cooperative builds things for.
Their opinion is important.
We must do our best to represent their opinions on the council.
Community are people nearby.
Sometimes they are miles away downstream.
But they are affected by the actions of the cooperative.
Anyone can go to the council to speak to the council.
And the cooperative actively seeks the opinions of workers and customers and community.
Everyone has a voice in directing the cooperative.
People are free to make their own cooperatives.
People are free to create new councils.
Everything is by consent and agreement.

Plans help tell us how to do something.
We keep the plans in the economic information library.

Each segment of knowledge relies upon other segments of knowledge.
Experience and tests tell us how long it takes to learn each segment.

How long it takes depends on which nodes a person already knows.
Most jobs don't require more than a few weeks or months training.
This means that most people can do most jobs if they want to.
But some jobs require more knowledge than this.
A general university education helps people do more jobs.

A general education is part of a university education.
A person should also gain a specific expertise in some things.

They can take years and are very necessary for the economy.

Some people need to know a lot about something.
Some people only need to know a little about something.

Each person can learn many skills.
And we can change jobs sometimes as we agree.
Over time we can learn more things.
Over time we can increase our skills.
This helps improve our minds.
We decide the factory locations for best efficiency.
We are efficient in the use of resources and energy.
The same for connecting factories together.
Over time we can complete our plans.
We all do some of the necessary labors.
We build for ourselves the type of life we desire.
We want nice towns and nice houses.
Nice parks and trees and flowers in the streets.
We want nice products and nice entertainment.
We provide these things for everyone.
We talk together we plan together we work together.
We organize by free choice and everyone owns and directs the economy.
People need organization to own and direct the economy.
Government is one of the structures of organization of the people.
Government can help people to build the other structures.
The people have several types of organization structure.
Government helps people start the other organization structures
Government helps people to own and direct the economy.
The cooperative structures are one of these.
They are very important.
People need help to organize and to create things.
Government usually is needed to help the people organize.
The wealth people create by their labor belongs to the people.
The ownership of the economy becomes more equal over time.
The nations are decreasing the power of their oligarchies.
The ownership structures of the nations are improving over time.
They will eventually have better equality of wages.
They will eventually have better equality of ownership.
We do things by individual free choice.
We do things without harming each other.
The economy has cooperative structures for economics.
It has political structures for politics.
The voice of each person is heard.
Each person directs the economy.
Each person directs the politics.
People have economic representatives.
People have political representatives.
The two types of representative are different.
The economic representatives help direct the economy.
The political representatives help direct the political government.
A person who is both must declare their interests to the political government.
Economics is very common to all of human history.
In every age the basic principles are the same.
The question is who owns the economy.
The question is how free are people to do things?
The question is who directs the economy.
This economy is not utopia
It is good ownership and free direction of the economy.
It is the best freedom we can get for the people.
This might seem a small change in economics
It changes, or can change, nearly everything
The power of the people becomes held by the people
The people own and direct a generally equitable and equal portion of the economy
We decided the people shall rule in things politics and called this democracy
We must have the same for economics - this is a vast and vital part of human freedom
This gives a better quality of freedom

To the freedoms of the usual businesses
All who have ideas can present their ideas
You can be confident the enterprises and centers can help
People can decide to go along with your idea
This is like being employed by a big company
They have the resources to engage with your idea
They can help plan out your idea
They can help improve upon your idea
People together have ideas and progress the ideas
When ready enough they can enact those ideas
This is what usual businesses are supposed to be about
This is better and stronger than many of the usual businesses
If you want a job you can ask for one
People can help find work you can do
This is like a big business
But it is more social
We can actively try and find work for each other
We help each other do useful things with the time we have
This is what usual businesses are supposed to help
This is done better and stronger than many of the usual businesses
These enterprises will be directed by free choices
By your free individual choices you decide how to use things.

You decide what to do and what to plan and what to build.
This is better than many of the usual businesses

And there will be councils or boards
The board shall be comprised of representatives
From those who rely upon the enterprise
And by those who are affected by the enterprise.
And by others as found suitable and as decided upon
This can be flat ranks and files by job type and organizational positions
And anyone can approach the board and be heard
Everyone gets representation
As far as they rely upon are affected by the enterprise
Workers rely upon the enterprise
Others in the community are sometimes affected by the enterprise
This is better than usual businesses
Theoretically business should listen to those who rely upon it
And those who are affected by it
Management are a trade
Management are workers
Management become similar to civil staff in government
They help implement the choices of the people
This is theoretically the existing situation in usual businesses
In this they are like other workers
Owners and managers and others should not get rentier wages
Wages should tend towards equality
A scientist and a manager both spend years in study
Both deal in complex things
And both have worked the same hours as other workers
And those others could have had those positions
But not all people can do the same things
For there are various labors necessary
And only so much time and opportunity society can provide
Free people tend towards only necessary labors
And by exchange this gives generally equal wages
We refuse to accept that people shall get rentier wages
With education and social organization
We expect everyone to have the same good access to all good things
Boards of councils are the governing structure of usual business
This puts it on a par with regular existing business.
This helps give you confidence that it can work.
Management is a role and position and activity
The concerns of this position should be represented on the board
You could elect anyone you think sensible whoever they are.
And they can fulfil the role for voicing care for those concerns.
Sensible business decisions will still be necessary.
Money will keep management and board activities functional within some boundaries.
True those boundaries tend to be quite elastic in most economies.
But we can rely solidly upon the board and its behavior.
This means that to some extent prices will be in charge
And this should mean that individual choices are in charge
Free markets expect the general equality of everyone in wages
Of everyone having an equitable and equal portion of the economy
Both in owning and in directing the economy
Prices should be another position of individual choices
The general body of capital and choices can be amorphous
Where to draw lines between enterprises can be uncertain
There can be equations and conditions for councils
Their creation and their representation and their powers
And the councils can ebb and flow in power and numbers
According to the free decisions of the people
The ownership of enterprises should be carefully considered
We can own the enterprises by prices and wages and free choices
And by representation and democratic industry and similar
It is expected that the workers shall own the enterprises
Private enterprises are possible, and are acceptable
Family farms and small workshops might be common private enterprises
They are not so dissimilar from all labor activities
Some capital gets returns some ownership of the enterprise
Labor should also have returns and ownership of the enterprise
When we create enterprise we own or organize some capital
As we input to the enterprise so we gain some returns and some ownership
This varies somewhat based on the nature of our input
Generally no-one will receive returns higher than banking conditions
This is generally the rate of double your money over 20 to 30 years
Small short-term loans can be given on the same rate
This can be insured by averages of this market’s usual behaviors
Shares that give returns could be shares of loans
And could be just like getting a loan from the bank
For the general bodies of big industries it is the same
Our labor is a portion of the total wealth of the system
As our input increases so does our ownership
Ownership shares could depreciate over time
Over time we expect the workers shall own the economy
Otherwise a few owners could direct the economy
And all human life and liberty would tessellate around them
In short it would be Feudalism or some decreased or far-decreased form or similar
To damn this evil we have our belief in free market economics
Whereby we expect to gain for ourselves the economy
That we humankind may be found full free in all liberty we can understand
And balance our liberties sensibly
Since before the dawn of written human history
We have tried to have free economies
Our efforts are written in our blood and our texts
And in our uprisings and our miseries and our suffering
Here in these generations alive today
We have the power to gain a better liberty for our economy
It is possible to have no shareholding ownership of an enterprise
And to run it via representatives and free choice
And by allowing all to speak freely to all others
Both as to preferences and ideas about the use of capital
And as to being heard by various boards and managers and workers
We should constantly and continually
Think of what is best and better for organization
And activities and structures and procedures and protocols and cooperation
That we may easier and sooner and faster and constantly progress
When we count up a house
We know the volumes of each type of resource it needs
And all the activities that we need to build the house
We count out the number of houses that provides for everyone
We count out the hours that do this
We share out the hours
We each do necessary hours of necessary labor
We exchange an hour for an hour
We provide houses for each other
And if we labor eight years in manual work
Or if we labor four years studying and four years planning
We have done the same number of hours
And all the hours we all labor are necessary
This moves the economy toward general equality of wages
Exchanges spread the wealth generally equally through the society
The less competitive forms change by free choices
And so people are not far less than generally equal in wages
More than 80 percent of the world are yet to industrialize
Industrialization can be shared by all the people
Industrialization doesn’t have to impoverish people
We can become equal in our ownership and wages
We can do this at the start of our industrialization
We must not wait until after we have industrialized
Otherwise it will be more difficult to get this freedom after we industrialize
This freedom is a vital part of our Republic
In our slums and in our subsistence farms
We need to transition to better productivity
And gain better organization
And without becoming miserable
And without a few ending up controlling and owning very much
We can do this together
We can plan for our better futures
We can gain better futures by our organizations and institutions
Money is a record or account of wealth
We write down the wealth we have
We can compare things as ratios
And this gives us a number line
We can compare things with numbers
We can refer to wealth that already exists
We can apply a number to our houses
We can apply a number to our machines
We can refer to wealth that will exist
Someone might borrow some machines
We know they can use these to create things
These things can be measured with numbers
Sensible plans have an average success rate
This gives an often-predictable amount of future wealth
The prediction works best from a large enough body of loans
We can record or account for this future wealth
Banks help keep these records or accounts
Sometimes we don’t use banks for this
Factories can lend machines directly to other factories
Those factories produce things
These produced things can pay for the machines
Or can pay for borrowing the machines
The cost of use of equipment can be by conditioned
Upon the costs and depreciation it puts upon the equipment
And whether there are others who wish to use the equipment
And the better prices and better use of the equipment
This can be based on free choices and management and offered prices
It can vary just like internal use and external use by usual businesses
Prices should generally be based upon costs and preferences and plans
By labor we create new wealth
And keep existing wealth as valuable
And this is also a form of new wealth
This wealth can be recorded or accounted for by money
The value of what we produce is money
Some uses of labor are not valuable
Labor can be wasteful or less productive
Accidents and erosion can decrease our wealth
When something gets broken it is less valuable
Give yourselves plans
And you shall give yourselves hundreds of trillions of dollars
Hire yourselves experts
And you shall give yourselves plans
This is wealth
We can progress the implementation of our plans
And as the probability and certainty of the new wealth increases
The wealth can become established as more probably existent
As this occurs we can more securely swap produced things
This blesses us
We should create lots of plans
And start implementing them
We must be careful what we consider reliable
We can rely upon plans
And rely on their completion as the time gets nearer
We can plan where the account comes from
And can insure and make real the future we wish to build
We must be careful on what we give loans to.
We must not fund things that don't increase production.
Or we will waste the wealth that is intended to deliver us
We must be wise and careful
Perhaps some things we build can be done better.
Perhaps we need to build some things in bigger numbers.
Perhaps we need to build things we don't build.
We can fund all of these as far as is sensible.
And we can own and direct this together.
Most of the funding for the cooperative will come from us.
We represent our wealth by forming a bank.
Then the cooperative gets a loan from the bank.
And we get interest from the bank. Just like normal.
And we have the benefit of the cooperative.
It can help us engage in building things.
Returns on investments should relate to outcomes
These can be related to each other to give national system of insurance
And we could all have one interest rate
We can relate repayments to the profits of the enterprise over twenty years.
So that the loan is repaid over that time and we get that money.
We can pay it to ourselves as a rate of return.
We can review the structure of our bank.
We make a bank from our wealth. Just like existing banks.
The bank makes loans. Just like existing banks.
We can review the structure of our cooperative.
We have a board of trust. Just like a business.
We have funding from a bank. Just like a business.
The cooperative hires some experts. Just like a business.
These experts make plans so people can build things.
This is just like a business.
The experts help people organize and build things.
This is just like a business.
There are other variations of how to run a cooperative.
But this one is fairly sensible
And is fairly similar to existing business
And contains within it more freedom than usual business
Freedom to speak and to assemble together
Freedom to direct the economy together
There might be improvements that can be made
Perhaps improve the free market within the cooperative
And think about how it fits as a network of cooperatives
And how big can it become and where are the limits of freedom?
Will it naturally form itself into a general network of cooperatives?
How distinct from each other will they be? And how important is that?
But the general form is solid and contains freedom.
It can help us bless each other.
This form of cooperative is one form of free enterprise.
There are various types of free enterprise.
And they can all coexist in a free market.
By believing in each other
And by sensible plans and cooperation
We can build a better world together
We can have the better future we dream of.
And we can build it together.
It is the freedom of humankind
To be able to freely direct the economy
For our own self and for each other

An example of political governance
A general and implementable idea

A local congress has a clear and obvious structure
This helps orientate and motivate people
This can help accountability and progress
Each 500 000 people can form a Congress.
This is the District Congress.
Each District Congress has 100 Wards.
The nation can form a National Congress.
Elections can be proportional representation.
Elections can be alternative voting.
Senators conduct politics by forming committees
Any Senators can form a committee.
They can talk about anything.
Committees usually discuss proposals and existing laws
Each committee starts with no powers
Any committee can ask for powers from the Congress
Executive power is with the vote of the Congress.
A vote by Congress can decide to allow a committee to have powers
Such committees often have rules for membership
Each Congress can have a Civil Service.
The Civil Staff are engineers and policy experts.
They are experts at maths and industry and organization and planning.
The Civil Staff help give advice to the politicians.
The Civil Staff help plan and enact the ideas of the politicians.
The Civil Staff provide arguments for and against each idea.
The Civil Staff offer ideas and alternatives.
They formulate plans and debate ideas.
The Civil Staff are there to help the people.
Each Congress has Civic Staff
For the District Congress these help clean and maintain streets and parks.
They collect the waste and run the civic services.
The National Congress can be led by the Senators.
Or it can be led by the Presidents.
Or it can be led by the Senators and the President.
It is possible to have Prime Ministers instead of Presidents.
And then to elect a President over the Prime Ministers.
There are various options for the structure of each Congress.

The library does some important tasks.
These tasks are already being done by our existing economy.
We can improve the existing structures.
Enterprise Centers are like a very special cooperative for helping economic freedom.
They help people engage in the actions people want to do.
They help each individual to gain and build things the individual wants.
Enterprise Centers can take a central role in taking care of the vital core of the economy.
They make sure it is well connected and well maintained and well built.
Doing this usually requires the consent and cooperation of many cooperatives.
It is also possible to create a special committee or cooperative to do this.
Then that committee becomes one of the central helpers in caring for the core.
There are several options for ensuring the health of the economy.
A District Congress is a useful place to put a Civil Staff.
The Congress provides the voice of the people to direct their efforts.
The Congress combined with the Civil Staff are like a very special cooperative for civic tasks.
The Congress is like a very special cooperative for political governance.
It takes time to review and to discuss the laws.
It takes time to consult with experts and to create, change, and repeal the laws and regulations.
The size of the population of a District Congress can be less than 500 000
This can be done to create 100 Districts to form the National Congress
This gives the same number of Senators for both Congresses
The Congress is also there to help ensure the people are happy.
They find out if people are happy.
They visit with people and listen to their concerns and their problems.
The Senators are there to try and solve problems.
And to engage in noble activities for the community.
And to ensure good laws good order and general freedom and happiness.
The Civil Service can have its own committees.
Departments are special committees, or collections of committees.
Some Civil Service committees are part of several departments.
This talk of councils and committees should all sound familiar.
This is how things are already done.
And some changes and updates and improvements to systemizations are being suggested.
Improvement at the enterprise level is good and useful.
Not only do the parts need continual improvement.
But the system as a whole needs renewal and improvement.
Not only do we tend one part and then another part.
But sometimes we tend the entire thing at a general level.
Not too much and not too often.
But as much as is needed and helpful.
And as often as is needed and helpful.
Progress forms its own natural body.
But this body is created as a reflection of our good decisions.
Our good decisions are made by our use of our good intelligence
The body of progress is made from good intelligence.
But this is less organized, connected, and direct than we can be.
From time to time we should be more direct.
Things always progress naturally.
But sometimes it is good to have a special project.
This helps systematize the progress.
Systemization gains us important advances.
We probably haven't updated the library enough.
And we can think about our cooperatives and our government.
A library of maps of physical resources.
A library of abstract diagrams of economic production relations
A library of plans for building and doing everything, each thing in all its variety.
A network of Enterprise Centers.
Each with a library.
And each with a body of experts.
A review to discuss the Congress structure.
It is similar and different from existing political structure.
It might be sufficient improvement to attempt but people will have to decide.
The economy is a blessing of social organization.
We can help increase this blessing.
We can gather together in social organization that is fit for this.

The major forests of the planet must be protected from logging.
They are a large and vital part of the lungs of the Earth

Those international water that clearly provide for locals should not be fished by richer nations.

Perhaps as much as 30% in the past four decades.
We can care for and conserve, all species and habitats.
People must be helped to have sufficient knowledge to farm and for industry.
Community organization is something we should encourage.
Political control should be democratic. Their offices and officials.
Government and other institutions can help people organize and produce economy
We can help provide everyone with experts and the knowledge of civilization.
We must be careful and live within the natural limits.
We must be careful how we use water, farmland, forests, and fisheries.
We must be careful about air quality.
We must be careful about our energy use.
We should have global public domain research projects
World public domain research for solar and for clean coal.
The world must have electricity. This will add 1% to Carbon Emissions.
We can review the state of technology and the available options for power lines.
This helps line efficiency and helps reduce power plant emissions.
Magnitudes more exploration of energy and minerals is needed.

Competitors can pay the infrastructure costs.

Our carrying capacity to take care of ourselves is strained.

This money funds our commitment.

Hundreds of billions of us are short of education.
We will provide education for you.
Hundreds of billions of us are short of food.
We will provide food for you.
Hundreds of billions of us are short of sanitation.
We will provide for sanitation for you.
Tens of millions of us die each year from starvation and disease.
We will save you.
This spending is better than war spending
It funds the same principles
And gets better results
A nation unafraid of spending its blood for liberty
Should be a nation unafraid of spending 0.7 percent of its GNI for liberty
Already one billion people are food insecure
Billions live on less than ten dollars each day
Our industries require much energy and much water
People desire gardens and they live in dense cities
Hundreds of millions of people don't have sufficient sanitation
We need another agricultural revolution
There are many fields in Africa that can double their output
There are many fields in Eastern Europe that can increase their output
There are many fields in Russia that can be re-opened to crops
We can use each technology in turn
Until we have provided for everyone
Grow lots of the newer breeds of seeds and give them to poorer farmers
So they have seeds that give safer and bigger harvests
Introduce better planting schemes, inter-planting, rotation, companions
Soil management schemes, natural and chemical, fertilizers and composts and rocks
A textbook forum for better handbooks and textbooks and knowledge sharing
A world forum for plant breeding schemes
Shared industrialization for the farms of poor farmers
Updated technology for tools and machines and practices
And purchasing and production cooperatives and labor-sharing initiatives
I expect a free Earth
Most of human history has been nearly flat population growth
In Europe and Japan and Russia the population growth rate is flat
In some of Europe and in the USA the birth rate is less than replacement
This is good
In most of human history two individuals provided for six people
Their self, their spouse, two children, and two sets of parents
And the mother and the father shared the work
They worked in the fields together
They looked after the house together
And where they had good free government
And where they had good community and good institutions
And good technology and science and humanities
They were happy
I expect by our free choices
That the population of the Earth will decrease
And will do so for several generations
Around the planet the reproduction rate is decreasing
Imagine if every mother had 4 children
Each next generation would be double in size
27 percent of the global population are youth
Suppose each generation had 4 children per couple
Within 100 years we'd be at 60 billion people
And at the least the past 60 years of people would still be alive
World population would be 90 billion people
I want to keep global population under 10 billion people
I want space of natural countryside between our fields
I want space between our suburbs
I want not city laid to city
I want at least one third of the land to be a place for the wilderness
For the bears and the birds and for the moose and the mountains and the prairies
For the elephants and the lions and the tigers and the giant rainforests and the boreal forest
For the buffalo and the hippo and the wetlands and the grasslands
And for the trees and for the wild the great the big the glorious outdoors
Our population decrease is a natural result of our free choices
And we expect that sometime in the future
The same free choices will be had by the world
And we know that if we give out free condoms and birth control pills
Women do choose to space their children
Women do choose to have their children later in life
Women do choose to have fewer children
These are their free choices
When they have better control over the reproduction capabilities of their own bodies
And so I advocate free condoms for all the world
And I have priced this
And it only costs less than one billion dollars each year
To give every person on the planet two condoms per month
If we all lived in towns at 6000 people per square mile
Or if we lived in the average of that density as villages and towns
We humankind could live upon about 12 million square miles
This total provides for housing and food and for industrial crops
We can mingle countryside with our use of the land
This can double the total to 24 million square miles
We can give some more millions of square miles for forests
And some more millions for mountains
And some more millions for deserts
And maybe we can reclaim parts of some of the deserts
The remaining unaccounted land is usually frozen land
We can’t live there
And living near there is often difficult
If anyone wants to resurrect the Woolly Mammoth
Then the Mammoths could live near the frozen lands
And any sabre tooth tigers
We must also take good care of the waters of the earth
And help ensure corral reefs and algae stocks are replenished
A majority of our oxygen comes from plant-life in the oceans
Plans on the land and in the sea are both vital for the air we breath
The total proven BTU based on proven reserves
Is 30 million million million
This is all the heat we can use for industrial chemistry
And to turn steam turbines to produce electricity
And to use to power our trains and planes and cars
If everyone used USA per capita levels of BTU each year
Then we have 14 years until it all runs out
Suppose we were 10 billion people
Then we have 10 years until it all runs out
Now, the proven reserves are a subcategory of total existing reserves
Some say the total coal in the USA is 14 times the proven reserves in the USA
Some say 41 percent of annual oil flow is based on 11 percent of claimed reserves.
Suppose this is true and suppose and that it is economical to extract
Then if everyone used energy at the rate the USA uses energy
Then we have closer to 100 years before it all runs out
Or if we were 10 billion people then something like 60 years
It took a few decades to change to an oil economy
And a changeover might go against the stock prices that invest in the current fossil fuel prices based on current extraction rates
It is much safer to use energy at the rates Japan uses
That would help double the time we have available
Some might think that several generations is doable
Historically our experience of changing energy sources is that it can take decades
And that’s if you have the fuel source and in sufficient numbers
To produce a solar economy that runs directly on sunlight
For 10 billion people we need 10 million square miles of solar panels
That's all of the USA and the Sahara and all of China put together
Minus Alaska and Tibet
Fusion won’t even be at its prototype stage within 30 years at current rates of development
Wind and wave energy are not sufficient to power the globe’s existing economy
Fission is considered too dangerous by many people
Coal and oil will eventually run out and are also needed for medicines and plastics
And for industrial chemistry which will be needed in larger volumes
Over eighty percent of the world have yet to industrialize
It will take time to get the level of energy use of Japan or France or England
And by then we will probably be using far more energy efficient fuel sources
And this will help extend the life of our fuel sources or our rate of our use of plastic
As we develop we will approach the energy usage rate of Japan and England and France
Global cooperation should increase
Eighty percent of the planet are yet to industrialize
You should own it by your labors
Some capital gets paid money and gets ownership and votes
Your labor should get paid money and get ownership and votes
We should arrange our labor and our wealth
Into such structures as councils and cooperative enterprises
As do better provide for our freedom
We should represent our wealth at banks
70 percent of GDP is consumer purchases
And we should fund our own freedom
With our own labors and with our own purchases
We should have libraries of plans of apartments and towns
That we may share with each other better designs and dreams
We should not lock ourselves into lesser designs and lesser technologies
When with public domain global community effort
We can gain for ourselves better technology and better designs
And better enterprises that have better freedoms and better organization

These things will help gain for everyone a better world and a better future
Over the next two decades
More than one million square miles will at current growth-rates become city
And millions of square miles of farmland must become more productive
Billions of people will gain better houses
And can live where they choose
In villages or in towns
And can bring the resources to themselves
And work where they live
And connect it by transportation
If they will choose this
And form and progress the institutions that bring this about
Free cooperative enterprises
We can
By wise investment and research and development
Skip a few levels now and then and here and there
And get better value for our efforts
We can build better buildings and better machines
Than would otherwise be the case
I propose a project that would create public domain global development research projects
For solar and fission and fusion and coal
For better efficiency at using resources
To get more out of the resources that remain
And to hasten our ability to put back the time when the fossil fuels run out
A hope that technology can save us is good
But we already have the horizons from current research
And we know the pace of development
And we can guess what the future might be if we do not have big projects
We must
From the science horizons we currently have
Provide for ourselves and our future generations
Such power and energy
That does sustain our living standards
I believe in a growing economy
Careful use of resources doesn't mean we stop growing our economy
There will always be science and learning
And as these progress so our economy will grow
And we rely upon more than energy.
We rely upon water.
And in this is the terror of our day
That we might pollute our drinking water
Or have not enough for crops or core needed industries
Because once our living standards are built
Then climbing down below some levels can be difficult
We add to our projects water cleaning and recycling
We add to our projects reverse osmosis
And if we ever succeed in good cheap reverse osmosis
Then we will have provided a very large salvation for ourselves
Climate change scientists say
If we add another 565 gigagtonnes of CO2 into the atmosphere
Then global temperatures will rise by over 2 degrees Celsius
So far they've risen 0.8 degrees
And this has solely or partly caused droughts and floods
Hotter temperatures cause droughts
Hotter air can hold more water
And so more water can fall at once
Both of these can harm crops
If we stopped today the effects would continue nearly to 2 degrees
Like if you stop pushing your bicycle it continues
At the rate we are developing our economies we won't stop
It is practically certain we will go over 2 degrees Celsius
If we burn all our fossil fuels over the next 100 or so years
Then that's five times the 565 gigatonnes
True we already had CO2 in the air from the past 100 years
And true we started from the pre-industrialization levels
But during the previous 100 years, less than 20 percent of the world industrialized
And it took them time to industrialize
We can expect the effects to be bigger than the previous 100 years
And so we won't have merely hotter temperatures
We shall gain a planet like something out of science fiction
And we shall have to live here
If that day arrives then the solution is obvious
More of us must move to the latitudes of Russia and Canada
Another option
And we can take both of them
Is to turn deserts into rainforests by careful planting
For in previous hot times we find some current deserts were rainforests
The USA and Sahara and India need not becomes desert in this scenario
And we know that a rainforest can sustain crops and some number of human population
This is the body of science that brought you
Mechanics and relativity and quantum mechanics
It brought you radio and television and computers and the internet
It brought you cars and trains and airplanes and space shuttles and Concorde
It brought you all the factory machines that make things
If it is inconvenient to believe them
Then ask yourself
This body of technology it built
Is this improvement in living standards inconvenient?
Or anyway is it unreal?
Did they not achieve these things based on their science?
And so give their warnings careful consideration
And so we add climate change concerns to our projects
The odds are not yet certain but they are too close
If the threat were meteors we would certainly begin a project
As for tiny meteors a few tens of meters in diameter, these are dangerous
There was one such impact within the past ten years
And if it had exploded over a city
Then its effects could have been possibly approaching a nuclear blast.
And so,
In addition to a project for micro-launch miniature space labs
For medicines and other things,
We will begin a project to interdict and fragment these mini meteors
And this gives more chance they will burn in the air and not explode nearer the ground
Our space projects will help our science and help protect the Earth from occasional impacts
If the land and the enterprises are owned by a few
Then what sort of freedom is that?
If we know how to socially organize
Yet leave hundreds of millions unhelped
Then what sort of freedom is that?
What planet do you want to live on?
In politics and economics and the environment
We can create new cities.
All in good order and in good form.
We can create the training schemes
We can organize the labor
We can find the physical resources
We can build the factories
We have done this before
We can do this again
I believe in everyone
I believe in humankind
I believe in Earth
I believe equally in all the people
I believe equally in all the land
We can have peace together
We can beat our swords into ploughshares.
We can turn our army into medicines.
We can turn our warships into grain silos.
We can turn our fighter-planes into schools.
We can turn our bombs into textbooks.
We can provide for the poor and the sick
The lame will walk.
The blind will see.
The deaf will hear.
The sick will be made well.
The hungry will be fed.
The thirsty will be given to drink.
The homeless will be homed.
The poor will be poor no more.
We can have the courage to improve our organizations
In government and in cooperative free enterprise
In providing knowledge and the freedom of free assembly and free choice
We can have the courage to spend 0.7 percent of GNI on the global poor.
We can have the courage to organize ourselves to do this
Together we humankind will help each other.
We can complete the UN Millennium Development Goals.
We can complete the Copenhagen Consensus.
And whatever good plans the nations and regions and continents and peoples do have.
And we can help everyone gain banking services.
And we can help each other build together.
Whoever we are and wherever we are.
We can come together to help provide for each other.
We will end our hunger and our thirst and our poverty.
We will become smarter, better educated, and produce more wealth.
We will live upright healthy lives.
We will have sufficient food and energy.
We will have nice homes and work places.
We will have good education and plentiful opportunity.
We will have flowers in the streets and parks in the cities.
We will have good respect and care to the Earth.
Whatever happened
To the things we said would make life good?
Behold.
And we together will do this for everyone.
All lands and all people can do this
They can raise-up and elect people among themselves
To be equal with all the people and to help all the people
And can form such cooperative free enterprises
And can form such libraries and can hire experts
And can gain for themselves better education
And can help support the outcome they desire
And the wages of their labor can be their freedom
You have heard the order of the freedom that I believe
Such shall be the freedom of humankind if you desire
Such as is common to be found within each our hearts
We can each do our part where we are
By our votes and by our actions
And by the institutions we form
And by electing numbers of ourselves into government
And onto the boards of cooperative free enterprises
As someone co-equal to each and every person
We can help do as we all can do
We can help express and progress

And if we act together we shall be capable hereto
In Russia
There are myriad resources
Ready and waiting to be connected together
To make a powerful economy of machines.
Rather than hope to find some small space in towns and cities
The rising generation and older generation
Must take hold of their future together.
They must organize to locate and plan the production of these resources
Into fine and wonderful economy of freedom for everyone together.
That everyone may have better days to labor in knowledge
And building things together to have better living standards
And to better own their own futures.
In China there are many students
Who do not go to the full potential of their training
And who should organize to come together in planning.
That with experienced people
They can produce more economy for the world and for themselves
That everyone can be happier and have more freedom.
To join where we can is good
But leaves us less able to produce the power of economy
Which together we have when we access resources together.
And some of us old and young
Must become elected in local elections
To gain the experience
To be ready to stand for elections for more responsibility.
The next level of political administration elected in due course
Must have responsible people
Who are capable and ready for the responsibility.
So that they can stand in elections
And whether they win or lose
They will have helped China to choose its own course
And its own way of doing things.
In India we can form cooperative free enterprises
It is free choice that builds our economy
And we can help each other
As villages we are a large part of the population
And can form a network of community cooperative free enterprises
And the libraries to go with them
And can hire experts and pay them based upon our future wealth
For by good planning we know we create lots of wealth
And we plan good houses for each other
And good living conditions
We plan the labors necessary
And we build together
And we do only those labors necessary
And each hour being necessary it can have equal pay
With variations for unpleasant types of labor
We can decide who to support in getting education
We can build institutions of knowledge and planning
That do help us with our free choices
So that everyone can have an equal and equitable portion of the economy
Everyone can have a nice house and nice living conditions
And we can be free and equal together
In towns and cities we can do the same
We can form unions and connect our unions with other unions
We can gain representation on the boards of enterprises
And can prefer to support better forms of enterprise
That do not have giant wages and that don’t result in a rich and powerful few owning and directing the economy
This we can do by our organization and our careful planning and thinking
And everyone can be happy with this development
A free economy is the expression of a free people
And a free people choose to be equal and free
The people don’t choose to build big houses for the rich and powerful
The people choose to labor equally and equitably
In Africa we who live in slums can be unafraid
And can create community organizations
Call them senates and forums
Where we can talk and discuss things
By this we can regain the power of the community
To talk and communicate one with another
And this is very powerful for our freedom
We can choose by the power of our organizing
To support enterprises that have representation on the board
And which have no excess costs and no excess wages
A free and fair economy without rentiers and not owned by a rich and powerful few
In Europe many of us who are youth are unemployed
We by our future organization and planning
Can create templates for industries and enterprises
We produce business plans and gain loans
And can create better freer and fairer enterprises
These are examples of the same general principles and plans
That can be repeated in every situation around the globe
We humankind are family
And do expect the result of freedom
A good economy for everyone
Together we are more than graduates -
We are an economy.
We humankind are family.
Humankind are a community of freedom both civil and economic.
A family of love and unity and cooperation.
All people have this potential to build better worlds together.
And by organizing we can help them and help ourselves and help everyone.
We are capable willing and able
To produce the next level of economic freedom and destiny
For ourselves our families and for all communities.
Together can make a strong difference
For our families and our communities.
We know what we can do together
With our potential of resources and community and people.
We can upgrade our slums
And build new towns until there are no more slums.
